L3 Financial-System Safe State
Ensure that actions & interactions of systemically important institutions do not generate unacceptable contagion, correlated behavior, market dysfunction or disruption of critical financial services. The Financial-System Safe-State layer must detect not merely institutional failure but emergent collective behavior. Could simultaneous/correlated actions create systemic instability?
